2.3 Order of precedence. In the event of a conlict between the text of this document and the references
cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes
applicable laws and regulations unless a speciic exemption has been obtained.
REQUIREMENTS

3.1 General requirements. Requirements for the preparation of TCTOs shall be in accordance with
MIL-STD-38784, except as otherwise speciied herein.
3.1.1 General criteria. The following applies throughout this speciication.
3.1.1.1 Electronic presentation requirements. Electronic presentation requirements prescribed herein shall
apply only to the development of Type 1 data for electronic viewers. For development of Portable Document
Format (PDF) data, print presentation requirements herein shall apply for formatting. Type 2 (Interactive
Electronic Technical Manual-IETM) requirements are contained in a separate speciication.
3.1.1.2 Program Manager (PM) responsibilities. In keeping with the responsibilities speciied in TO
00-5-15 for management of TCTOs, all references to acquiring activity herein shall be understood as
referring to the government PM that is assigned responsibility for development/sustainment of the TCTO,
whether organic or through a contracted preparer.
3.1.1.3 TCTO preparing responsibilities. Where direct reference is made herein to the activity responsible
for preparation and development of a TCTO, it is referred to as the preparing activity and applies to
both contractor and government (organic) activities. When requirements are unique to one or the other,
"contractor" or "organic" activity will be speciied, as applicable.
3.1.2 Priority assignment. TCTOs shall indicate a priority (see 3.2), as assigned by the PM-approved
TCTO preparing activity) shall obtain the AFTO Form 873 from the PM during the approval cycle of
the TCTO (see 6.2b.).
3.1.3 Information for DTDs. Appendix A provides information for use of the DTD for electronic
delivery of TCTOs (except supplements, see 3.6).
3.2 TCTO priorities.
3.2.1 Immediate Action. Formal Immediate Action TCTOs (see 6.4.1) shall be prepared according to the
following (see TO 00-5-15 for Interim TCTO [ITCTO] messages).
3.2.1.1 Immediate Action marking. The irst (title) page/screen of Immediate Action TCTOs shall display a
border of red Xs broken at the top center by the words "IMMEDIATE ACTION" also in red font (see
3.2.1.2 Restrictions or discontinued use. Where both initial restriction or discontinued use information,
and instructions for subsequent retroit accomplishment are necessary, the Immediate Action TCTO shall
cover only the actual operations to be performed while the equipment is restricted or removed from use.
Instructions covering subsequent retroit change or rework shall be contained in a separate TCTO with a
priority and type commensurate with the importance of the instructions. When the single TCTO method (see
3.5.2.9.5 and 6.4.5) is used, the TCTO shall contain the actual operations to be performed while the
equipment is restricted or removed from use as well as instructions covering retroit change or rework.
3.2.2 Urgent Action. Formal Urgent Action TCTOs (see 6.4.7) shall be prepared according to the
following (see TO 00-5-15 for ITCTO messages).
