2.3 Order of precedence. In the event of a conflict between the text of this document and the
references cited herein the text of this document takes precedence. Nothing in this document, however,
supersedes applicable laws and regulations unless a specific exemption has been obtained.
3. REQUIREMENTS
3.1 General. Technical manuals shall consist of pertinent support data (including engineering or
Commercial-off-the-shelf (COTS) manual data (see 6.4.1)) incorporated directly or by reference. When
engineering drawings are approved for use in DMs by the contracting activity (see 6.2), engineering drawings
shall conform to MIL-STD-100/MIL-T-31000.
3.2
User requirements.
3.2.1 Classification markings. Security classification markings shall be in accordance with MIL-STD-
38784.
3.2.2 Nuclear weapons. Depot manuals which deal with support equipment for nuclear weapons shall be
prepared in accordance with TM 39-1-1.
3.3 Interface requirements. Each manual shall consist of the following elements and address interfaces
identified herein.
3.3.1 Style and format requirements. General style and format requirements for DM preparation shall be
in accordance with MIL-STD-38784 and as specified herein. Unless otherwise specified by the contracting
activity (see 6.2), illustrations shall be line drawings in accordance with MIL-STD-38784. The reading grade
level shall be as specified by the contracting activity (see 6.2).
3.3.1.1 Page and paragraph numbering. Pages and paragraphs shall be numbered in accordance with
MIL-STD-38784, except paragraphs shall not be numbered by decimals.
3.3.2 Figures. Figures referenced in this section shall be used for content structure and format. Portions
of figures, such as dates, publication numbers, illustrations, etc., are examples and require insertions or
changes to make data pertinent to specific DM requirements.
3.3.3 Warnings, cautions, and notes. Warnings, cautions, and notes shall be used in accordance with
MIL-STD-38784. A warning shall precede the text for a procedure where injury or death may occur to the
person doing the procedure. Cautions shall precede the text for a procedure where damage to the equipment
could occur. Notes shall precede the text and are used to highlight an essential operating or maintenance
procedure, condition, or statement. When warnings, cautions, or notes occur for the same text, the warnings
shall appear first, cautions second, and notes last.
3.3.4 Content and order of presentation. Unless otherwise specified by the contracting activity (see 6.2),
material shall be presented in the following order:
