3.7 Development of contents.
3.7.1 Reading grade level (RGL). The RGL provisions of MIL-STD-38784 shall apply.
3.7.2 Reference to other publications. TCTOs shall present all information, using text and illustrations as
required, necessary to effect the change. However, if assembly/disassembly instructions are located in a
technical manual that is applicable and effective, reference shall be made in accordance with MIL-STD-38784.
Electronic presentation: References shall be linked to the data that is being referenced, if data is electronic.
3.7.3 Nomenclature. Positive identiication is mandatory and, if necessary, redundancy is permitted to ensure
adequate parts identiication is always maintained.
3.7.4 Use of "shall," "must," "will," "should", and "may". The provisions of MIL-STD-38784 shall apply.
3.7.5 Security classiication. The security classiication requirements of MIL-STD-38784 shall apply.
3.7.5.1 Title for classiied TCTOs. When possible, an unclassiied title shall be used for classiied
TCTOs that adequately identiies the TCTO and the title shall be marked as "unclassiied." When an
unclassiied title will not adequately identify the TCTO, a title of the lowest classiication shall be selected
and marked accordingly. When the title must be of the same classiication as assigned to the TCTO,
the classiication marking shall still be indicated.
3.7.5.2 Notices for classiied TCTOs. The STINFO Disclosure Notice, Distribution Statement, Export
Control Notice, and Destruction Notice for classiied TCTOs shall be in accordance with 3.5.2.10.
3.8 Final Reproducible Copy (FRC). FRC artwork, paragraphs, igures, and tables shall be in accordance
with MIL-STD-38784, except that it is recommended (but not a requirement) for subordinate side heads to
have run-in text immediately following the title, unless otherwise speciied elsewhere within this speciication

3.8.1 Red borders-speciic requirements. The preparing activity shall prepare a colored border for all
Immediate and Urgent Action TCTOs.
3.8.1.1 Dimension and spacing of red markings. Print presentation: The dimensions and spacing of red
markings for Immediate and Urgent action TCTOs shall be as described in Figure 1, Figure 2, and Table I.
Electronic presentation: Format of border markings shall be similar to the print style. Location of markings
within the client area shall be according to the MIL-STD-38784 requirements for emergency borders.
3.8.1.2 Indicator of Safety marking markings. When the Indicator of Safety marking (see 3.5.2.7) is
required, minor variations in size and spacing are acceptable.
3.8.2 Foldout pages. Print presentation: Foldout pages shall be in accordance with MIL-STD-38784.
